SO-CTX-001 amendment noted for next tick. Captain acknowledges agents cannot (afaik) measure their own context window pressure, token count, context utilization, degree of attention dilution, approach to context saturation, recency/primacy bias, needle-haystack degradation, diminishing marginal returns, effective context length vs advertised, or KV cache pressure. SO-CTX-001 must not add load-bearing changes to decision making that agents cannot self-assess. Amendment to be applied when PSOs are written next tick.
