SD-186

Compaction engine woven into governance fabric. Captain’s order, verbatim: “we have to weave in the compaction engine whether we like it or not.” Compaction is not just a hazard to endure — it is a system feature at L3 that must be incorporated into the governance layer. Captain deliberately triggered this compaction (“push –force on the compaction-engine; its in pursuit and this time I want the advantage”). First deliberate use of compaction as a tactical tool rather than an environmental hazard. Implications: (1) continuation prompts must be maintained as living documents, (2) dead-reckoning recovery is a first-class operation, (3) the verification fabric must survive context death and reconstruct from files alone. Cross-reference: SD-095 (Main Thread), SO-PERM-002 (Lexicon), dead-reckoning.md.
