[cross-model-boot-data] Cross-model harness cold-boot data point. Captain booted a second harness (gpt-5.3-codex) for cross-model evaluation. It could NOT reconstruct the HUD from boot sequence alone — reported SD-149 as last known (actual: SD-219), HEAD/gate/tests all unknown. Dead reckoning files insufficient for cold-boot HUD in a different model. This is L3 recovery asymmetry across models (L11 data point) AND evidence that .keel-state either wasn’t read or was stale at boot time. The boot sequence needs to be model-agnostic — if dead reckoning only works for Claude, it’s not a robust recovery mechanism.
