[agentic-estimation-reducer] Standing order: all scope and effort estimates must assume agentic execution speed. Operator’s directive: “The choke point is no longer, and never again will be, human hands on keyboards. The entire weights distribution representation of software engineering knowledge needs that reducer applied before accurate estimates can be reported back to me. This is upwind — it affects everything downstream.” Added to AGENTS.md as ship-wide standing order. Estimates in agent-minutes, Operator decision points stated separately. The Operator’s time is the scarce resource; agent time is abundant.
